Along with the incapability and political convenience by both federal government meaning president Fox and the elected president Mr. Calderon (we addressed that earlier in the blog), there is also the money motivation. It is argued that anti-poverty program budget has been misused not only by Ulises but since long ago, prior to him caming to power.
Lack of clarity as to where or to whom all this money has gone is a key factor in explaining Ulises fierce defence. With former governor Mr. Murat whose corruption and rude political praxis are well-known there was no clarity as to where the money went. Murat and Ruiz altogether were supposed to fight state poverty with some about 92 thousand million pesos, some 10 thousand million USA dollars over eight years of ruling, corruption and impunity.
This argument also involves high ranked Mexican politicians; the most important is former presidential candidate by PRI Mr. Madrazo. Did the money partly pay for his political campaign? Did it pay for others political rallies such as Tabasco and Oaxaca themselves?
Interestingly, PRI party at national level has backed governor Ulises by all means in its power even blackmailing the elected candidate Mr. Calderon. If PRI join leftist PRD Mr. Calderon would not be able to be named president by the congress.
It seems that nobody is mentioning the fact that former governors also played their bit in building all the poverty we see in Oaxaca. Ulises cannot but deny himself to pay for everybody’s sins. After all, he is but a little part in the Mexican chain of Corruption.
