Oaxaca violence: Who is to be blame?

It all started in May, when teachers went on strike. By June Ulises showed his unwillingness to even talk to then and sent antiriot police force against strikers. Next, in August, the drive-by shootings increased. Then, in late October hitmen and paramilitary groups joined the drive-by shooting violence killing a foreign journalist. Finally in November, the very day of the death, University Campus is attacked as ‘Radio Universidad’ the media that kept different groups conforming APPO linked and organised.

Teargas, water tanks, illegal detentions, torture and the humiliation of living under police jealous eye became normal to Oaxacans. What is worth all this? Why Mexican government is doing all this repression. We understand that Ulises the governor acts like this as he is risking his personal and political group security. But why on earth Mr. Fox’s backing is to the governor and not to the people?

What is at stake is not the corrupt governor but next president authority to Mr. Fox and the conservative eyes. Federal government lasted 6 months to enter in action. When it did it was only to further repress people. To the federal government last presidential election resulted as bad as it could be. Half of the voting population believe that the election was fraudulent. More than half believe that Mr Calderon, the supposed winner, has neither moral nor political basis for ruling the country.

Conservative PAN desperately needs PRI support for Mr. Calderon to take position as president next December 1st. PRI, governor Ulises party in its decline, only cares about retaining its power whether by legal or illegal means by peaceful or with violence methods. What is at stake in this conflict is not governor position but Calderon. Conservative fear is that once people get empowered by overthrowing one, it could easily be the case that they feel strong enough to go for the second.

At the end, who is responsible for the killing of innocent people? Is it the governor and his party struggling for their economic and political survival? Or, is it the federal government for its incompetence and gambling attitude? We believe that at first both are to be blame, but a second thought points to Mr Fox and Mr Calderon: The former for his indifference to the conflict and irresponsible attitude; the latter for his official silence and complicity. Is this what Mexicans will have under Calderon period? His only promise in the political campaign was to have ‘mano dura’. As for today November 2nd it only mean shame and pity on the federal police force, Fox and Calderon, as the people of Oaxaca along with APPO bravely make to retreat the aggressors.
